Can I touch a Quran translation without ablution [wudu]?

Question: What is the verdict of the scholars [Ulama] and authoritative enactment scholars [Mufti’s] in the following: a Quran translation that consists only of Urdu, Persian or Dutch (there is no Arabic script), is it allowed/inadmissible to touch it without the short ablution [wudu] or major ablution [gusl].

Answer: Only a translation of the Quran, either in English, Dutch, Urdu, Persian without ritual purification, is inadmissible to touch, because everything is related to manzal min’l sama in which it was divinely decreed: “None may touch it, except with ablution.” [56:79] لَّا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ –

It is also mentioned in Fatawa al-Alamgiriy: If the Quran is written in Persian then within the thesis of al-Imam al-Azam Abu Hanifa to touch it is a reprehensible sinful act [Makruh Tahrimi], and this is the same position of his students [al-Sahibayn].

لَوْکَانَ الْقُرآنُ مَکْتُوْبًا بِالْفَارْسیَّةِ یَکْرَهُ لَھُمْ مَسَّه عِنْدَ اَبِیْ حِنِیْفَةَ وَ ھٰکَذَا عِنْدَ ھُمّا عَلی الصّحِیْحِ- ھٰکَذَا فِی الخُلاصةِ
