Who in Islam has the right to forgive an insulter of the Prophet?
Question: What is the verdict of the noble scholars and righteous jurists on this matter; (1) during the lectures of the preachers and the khutba it is often said that one woman simply threw garbage on the Messenger of Allah (peace be upon him). One day she did not throw garbage, so the Messenger of Allah (peace be upon him) came into her house, cleaned the house, refilled the water, and so on and so forth.
So when the woman saw his good etiquettes and mannerisms, she became a Muslim. It is requested to investigate this narration. Is this narration in one of the hadith books or is it just folklore? CLICK TO READ ANSWER

Questioner: [Mufti] Faqir Ziya Ahmad, Multan in Pakistan.
Answer: The Islamic punishment for a prophet insulter [gustakh-e rasul] is only death. No one is given the right to forgive him.
Nevertheless, if he sincerely repents [tawba], then the acceptance of his repentance will be asserted. Although there is disagreement as to whether or not the sultan of Islam can also punish him after his repentance? The very superior position is that there will be no execution after his repentance.
Huzur Ala Hazrat writes from a reference of Wajiz Imam Kardari (Fatawa Bazariyyah):
الااذاسب الرسول صلی اللہ تعالیٰ علیہ وسلم اوواحدامن الانبیاء علیھم الصلوٰۃ و والسلام فلاتوبۃ لہ واذاشتمہ علیہ
الصلوٰۃ والسلام سکران لایعفی
“Whoever insults the Messenger of Allah (peace be upon him) or any Prophet (peace be upon them) will still be punished with execution in this life, even after repentance. To the extent that if he mumbled insults whilst intoxicated, he still won’t be pardoned.”
[al-Fatawa al-Ridawiyyah: vol. 14, p. 299-300]
And then, after presenting many texts from reliable books related to it, he briefly discusses,
“In summary, the apostasy [kufr] of the persons mentioned does not doubt reality. In the Islamic presence and countless lofty principles, if his repentance is with a sincere heart, it is surely heard. Indeed, there is disagreement as to whether the sultan of Islam can reprimand him or still give the death penalty. Bazariyyah and the myriad reliable books afterwards state that his repentance is not heard, this is the very meaning and the discussion in this is worthless, because where is a sultan of Islam here and where are the prescriptions of the death penalty. It is plethorically despicable, impure, cursed, filthy that a Muslim, rather a high-ranking Muslim; a mufti, preacher, teacher, shaykh who speaks, writes, mumbles a mouthful of curses concerning Allah and His Messenger. And no one is there to say them and even if you say them, then not just them, but rather according to [so-called] great civilized Muslims, this is aggression.”

Further on he says,
“The position of our scholars (Allah be pleased with them) for blasphemy (insulting the prophets) is apostasy [murtad], and all rules will be as apostasy. If the apostate repents, تقبل ولایقتل [his repentance will be heard, he will not be executed].”

Conclusion: The penalty for insulting a prophet is death. However, if the repentance [tawba] is with a sincere heart, and according to the righteous scholars if the repentance is lawful, the repentance will then be heard and there will be no execution.
This is what I have, and the knowledge is with Allah and His Messenger (peace be upon him).
